DESCRIPTION:Travel north to San Marcos to experience the Sacred Springs (also called Spring Lake) at The Meadows Center for Water and the Environment (a program of Texas State University). In this place\, considered the oldest persistently inhabited place in North America\, enjoy hearing the Aheuac Yana Creation Story\, view the Springs from a glass-bottom boat\, spot wildlife on a wetlands walk\, and learn about endangered and invasive species in Discovery Hall. Depending on conditions\, this trip may also stop at a location to view wild rice growing in the San Marcos River and feature a discussion about the protections and cultural significance of this plant. Participate in a litter clean up and learn how to analyze what you pick up using the Escaped Trash Assessment Protocol (ETAP). Learn about initiatives to install in-stream litter booms and learn what it takes to effectively capture litter in our waterways and move data to action to prevent and manage litter. DESCRIPTION:As Bipartisan Infrastructure Law (BIL) funds sunset in FY2026\, a critical question looms: what comes next? Base State Revolving Fund (SRF) programs were already overstretched before this historic $43 billion investment\, and the nation’s water infrastructure financing gap continues to grow. Without coordinated action\, we risk reverting to business as usual.\n From 2022–2025\, PolicyLink partnered with EPIC\, River Network\, and 16 CBOs across the South to analyze state SRF programs and drive sustained state and federal advocacy. In this interactive 90-minute panel\, water justice leaders from Alabama\, Louisiana\, Tennessee\, and Texas will share lessons from the ground - including barriers faced\, concrete wins achieved\, and how SRF campaigns became catalysts for broader efforts to increase long-term water investment.\n Through storytelling\, discussion\, and Q&A\, participants will explore how to move funding from authorization to implementation\, prevent backsliding as BIL dollars expire\, and organize across states to close the water infrastructure gap. \n \n Target Audience\n Water professionals\, federal/state water policy advocates\, water justice leaders/CBOs interested in financing water infrastructure.\n Funders that recognize that water will remain undervalued unless we adequately and sustainably fund a water justice movement that centers those with lived experience.

SUMMARY:The Social Assessment Toolkit: Understanding how people use and value our waterways
DESCRIPTION:Guardians of Flushing Bay and the NYC Urban Field Station will present the social assessment toolkit\, a participatory research approach for studying how people use and value blue and green spaces\, and showcase its application to Flushing Waterways. This workshop is for everyone: we will provide introductory information about the toolkit and its application\, and an outdoor\, interactive social assessment training to learn how to use the tool. The outcomes for participants will be 1. An introductory understanding of the social assessment research approach\, 2. Trained knowledge on how to conduct a social assessment for a green/blue space\, and 3. Introductory understanding of how a water-focused advocacy group could apply insights gained from the social assessment.

SUMMARY:Redefining the Water Movement in Texas: The Border Wall Crisis on the Rio Grande
DESCRIPTION:From Big Bend to Brownsville\, communities along the Rio Grande in Texas are confronting a rapidly escalating crisis as the Department of Homeland Security accelerates its plans to construct border wall and buoy barrier infrastructure along the Rio Grande\, placing riverfront neighborhoods\, public lands\, critical infrastructure\, and the river’s ecological integrity at immediate risk. This session is designed for a broad audience - advocates\, frontline leaders\, and technical professionals - and will explore how environmental risks\, such as flooding\, erosion\, and infrastructure threats\, directly intersect with environmental justice concerns\, including the use of sweeping federal waivers that bypass foundational environmental laws. Participants will hear perspectives from scientists\, frontline advocates\, and riverfront landowners\, gaining both technical insight alongside personal lived experiences from across the Texas border region to illustrate the magnitude of what is at stake. Participants will leave with a deeper understanding of how this issue is reshaping water advocacy and with concrete strategies to engage\, organize\, and actively push back against similar threats in their own communities.
